The United States' unipolar moment is over. International relations in the twenty-first century will be defined by nonpolarity. Power will be diffuse rather than concentrated, and the influence of nation-states will decline as that of nonstate actors increases. But this is not all bad news for the United States; Washington can still manage the transition and make the world a safer place.
India, Russia, China form regional cooperation forum

Move over BRIC. RIC or the troika of Russia, India and China are taking over. A regional formation will take up international issues like the reform of the UN and the Security Council, according to Konstantin V Vnukov, director, first Asia department, Russian foreign ministry, and head of delegation for trilateral cooperation between India, Russia and China, on a visit to the capital for the seventh ministerial of the troika.

Global food prices have continued to rise, placing an extra burden on the poor. The World Food Program (WFP), a UN humanitarian agency, in March 2008 announced a shortfall of $500 million and could have to ration food aid.
Blackwater…peacekeeping mercenaries?

Blackwater, the notorious US security firm whose trigger-happy mercenaries were involved in civilian killings in Iraq and elsewhere, is expanding its lucrative business pitch into UN peacekeeping missions, hiding behind a mystique, off-shore affiliate called Greystone.
SCO opposes Taiwan authorities' "U.N. membership referendum"

The Shanghai Cooperation Organization (SCO) on Monday stressed its opposition to the Taiwan authorities' attempts to hold a "referendum on U.N. membership" in the name of Taiwan.
"The SCO member states oppose the intention of the Taiwan authorities to make efforts for Taiwan to join the United Nations by holding a "referendum" on March 22, 2008," the SCO said in a statement.
IMF chief says euro is overvalued

The euro is overvalued and the European Central Bank needs a political counterweight to compensate for the fact that is it ”ultra-powerful”, the head of International Monetary Fund was quoted as saying on Monday.
IMF director general Dominique Strauss-Kahn praised the ECB for containing inflation, but told Le Monde newspaper that eurozones countries needed to appoint a political supremo to make sure economic growth was promoted.
”The problem with the euro is that the European Central Bank, which does a good job controlling inflation, is ultra-powerful,” Strauss-Kahn was quoted as saying.

In 1993 the municipal government began considering contracting out water and sewage services to a private company. Soon after, in 1996 and 1997, the municipality began to receive loans from the World Bank and the Inter-American Development Bank, aid that provided crucial funds for improvements, but which also required privatization to take place as soon as possible. International Water Services, a subsidiary of Bechtel, won the concession in 2000 as the only bidding company. The services were transferred to Bechtel’s newly incorporated subsidiary, Interagua, in 2001.
UN warns over food aid rationing

The director of the UN's World Food Programme has said it is considering plans to ration food aid because of rising prices and a shortage of funds.
